  Elm City Communities offers the right environments for those who require Senior/Accessible communities. Our Senior/Accessible homes are reserved for persons who are age 62 and older or persons with disabilities.

  Our Senior/Accessible communities are designed to provide housing opportunities for Seniors and residents with disabilities. Each development includes a number of units that are compliant with the Americans with Disabilities Act (ADA) and Uniform Federal Accessibilities Standards (UFAS). This means that units are adapted to address difficulties that our residents may face. Close attention is paid to hearing and visual impairment, mobility, and accessibility. Special features include breakaway bathroom and kitchen cabinets, roll-in showers, accessible routes, first-floor units, units with no stairs, and wider turning radius in hallways and other areas that can accommodate wheelchairs. Features such as these increase the ease with which our residents can function.  
  What makes Elm City Communities Great for Senior/Disabled Residents?  
  Elm City Communities knows that safety, security and access to good medical services are important to our Senior/Disabled residents, and addresses these concerns with sensitivity and compassion through programs and service referrals.  
  Social activities and volunteer opportunities are a regular part of life at our Senior/Accessible communities, where residents are invited to participate and socialize, fostering friendship, camaraderie and a sense of contribution.  
  Resident Services for Seniors/Disabled  
  The Residential Opportunities and Self-Sufficiency Resident Service Delivery Model (ROSS-RSDM) provides case management and coordination of services for Senior/Disabled residents. Resident Services Coordinators routinely assess their individual needs and make recommendations that will help them live at the most self-sufficient level as possible.  
  RSDM focuses on intensive services to at-risk residents, residents with mental health or behavioral health disabilities or other substantial underserved needs. Its purpose is to help Senior/Disabled residents live independently and effectively in their community. This program helps residents maintain lease compliance, improve their health status and address barriers to self-sufficiency.  
  Supportive Housing  
  Elm City Communities has developed Supportive Housing programs on-site in three of its Senior/Accessible communities. Eligibility is limited to persons with disabilities who elect to, and are eligible to, receive the supportive services provided by the Supportive Housing program. Applicants who do not elect to, or are not eligible to, receive the supportive services may apply for housing at these and any other Senior/Accessible community sites. Current Supportive Housing programs exist at:

  • Robert T. Wolfe
  • George Crawford Manor
  Expansion has been proposed to include Fairmont Heights.  
  Elm City Communities believes that our ability to effectively manage our large Senior/Accessible developments depends on our ability to provide intensive, on-site services.  
  Residents participating in the Supportive Housing program will become engaged in appropriate treatment and medication therapy, therefore decreasing symptoms that prevent them from living independently and effectively in their communities. Case management services will enable residents to better organize their lives and be referred for other services they may need.  
  Most Senior/Accessible communities are composed of efficiency and one-bedroom apartments, and predominantly serve single-person households or couples. There are a small number of two-bedroom apartments, which predominantly serve persons requiring live-in aids. Eligibility for Senior/Accessible developments is limited to persons who are age 62 and older or those with disabilities.  
  Accessible Housing  
  Elm City Communities maintains a separate waiting list for admission to its accessible public housing apartments. The waiting list is not site-based and applicants will be offered an accessible unit as it becomes available in any development in the agency. It is Elm City Communities’ practice to keep this waiting list open, given the significant housing needs of persons who require accessible housing.  
  Sixteen units in the five part-Senior communities meet UFAS and remain available to both senior and non-senior disabled persons needing accessible homes. Priority is given to persons who are mobility impaired.  
  Supportive Housing  
  Elm City Communities maintains separate site-based waiting lists for new admissions into the Supportive Housing programs. Eligibility is limited to persons with disabilities who elect to, and are eligible to, receive the supportive services provided by the Supportive Housing program.  
  Waiting lists provide a fair method to determine each applicant’s housing needs, and applicants are assured that no one can receive housing before they do without good reason.
