Elm City Communities/Housing Authority of New Haven (ECC/HANH) is committed to transparency.
Any significant changes to policy, new policy development, adoption of Annual Plans and Reports and more are publicly advertised in local papers including the New Haven Register, Inner City News and La Voz. We allow for a 30 day public comment period during which we hold a public hearing.

Moving to Work (MTW) Annual Plan
Annually, ECC/HANH develops a Moving to Work Plan which describes the MTW initiatives that will be undertaken during the year. At the conclusion of the year, the agency publishes an MTW Annual Report summarizing progress made during the year.
All Plans and Reports are made available to the public for review prior to passage. Additionally, a public hearing is held. Plans and Reports are then submitted to US Housing and Urban Development for approval.

Annually, the agency approves an Annual Budget.

All agency policies governing the Low Income Public Housing (LIPH) program are included in the Agency’s Admission and Continued Occupancy Plan (ACOP).
All agency policies governing the Housing Choice Voucher (HCV)/Section 8 program are included in the Administrative Plan.
